There is supposed to be oil in the lower unit, but not leaking out there (or that color). Looks like your shaft seal is bad and the oil is way past due for a change.

You have a leaking seal somewhere. You need to drain all the oil from the drive and pressure test it. Once you find the seal that's leaking, replace it. (That's the fun bit )

Look in the stickies and you'll find a lot of information on building a pressure tester (very easy), and the test procedure.
