I have a 1989 18' commander ski boat with a 150xr4 black max with a laser2 24pitch . I am also thinking of adding a jack plate to up the rpms. does this sound right. I think at wot I am running at 4900 rpm.

Don't think that will do you. 4900 is way too low. I don't know much about that motor, but it probably should be about 6000. Jacking it up won't make that much difference...

We need to know exactly, Also if that is with you trimming up all the way. Where is your engine Ventilation plate in relation to the bottom of the hull.

Im with OZ, I think you are way over proped. You should be in the 5500-6000 range.
