The hose that the shift cable goes through, should have the open end well above the water line. If it's laying in the bilge, it shouldn't be. Cable tie it up high without kinking the shift cable.

The shift cable has to be free to move in and out of that hose when you turn left and right or raise and lower the drive..

The only chance you have of fixing it, is to first find EXACTLY where the water is coming in from. On some jobs I have actually had to remove the engine and with the drive on put it in the water so I could see where the water was coming from.
A small digital camera also works well for getting into those hard to see areas.
Take that sillycone and give it to someone you dislike. It should NEVER, EVER, be used below the waterline, for anything.

i had a feeling that cable would move lettting water past silicone and your never ever use silicone below water line makes absolute sense to me and so does your fix it right the first time so there fore im gonna go back to the launch with camra get pics and figure out how to post now im wondering if i just back up to water and not touch ignition at all i shouldnt have to pull all the plugs and hoses again there should be no water entering unless i run motor and do i need to put block plugs back in or leave them off ?
