Is This Rust Normal?

I am thinking of buying this engine. It has been rebuilt. I know the boat machanic, and know he does execellant work. Is that a salt water cooled motor? If so how long was it run in salt? If it was rebuilt, that is one thing but you would not want the block or heads to be close to rusting through. Engines can last a surprisingly long time being salt water cooled, but unless you know the hrs or seasons of use it's hard to tell. I'd pass and get something not run in salt so you can add closed cooling if you want.
