J. Reeves WOT Timing Method

Just a little confused about this Joe Reeves timing method. Could anyone explain it a little different? Set spark plug at 7/16?

Get an adjustable spark checker and set that at 7/16". Take all the spark plugs out put the spark checker in the #1 wire put the rest of the plugs in the wires and let them hang away from each other. Find the max timing and subtract 4 deg turn and set it there.

Do you need the spark gap tester? The timing gun will light up /work with out it. Not trying to be snarky - I just want to understand this better myself.
Thanks for any clarification on this.

This is the one I use it's like $10. I have seen enough of Joe's posts to know he is a smart guy and I have no reason to question why he wants it done that way. You can do it anyway you want.
