J70el cte 1983 w/vro disconnected

I have been haveing some carb problems and would like to set my jets to factory setting. The only one's I see that may have adjustment are the ones at the top of the carb, I guess they are air setting. Could someone tell me the factory settings. I have ordered a repair manual but would like to get on with the task. Thanks

The needles are for low speed adjustment, start at about 1 1/2 turn out and adjust while the engine is running.

UH?? the needles are fixed, would you be talking about the cover screws on the top of each carb???
