can i adjust ignition timeing when is engine cold or must be warm? what is numbers ? wot-18,idle-4?

You need to adjust the idle when it's warmed up and out of Quick Start. Don't pay much attention to the actual number at idle. A lot depends on backpressure in the exhaust -- IE, how deep a given motor sits on a given boat.
