Checked the fuse ?-----Neutral switch in the control box ?----Does it crank with booster cables directly to the starter ?-------Often on a motor that has needed a rebuild the starter was punished.-----Owners will crank and crank until the starter burns up, and they are easily damaged.

Are you using the battery in the boat to jump the starter ??

What racerone said. neutral switch, etc, etc. You have to get out your multimeter and do some circuit voltage checks. Or you can guess and buy un-needed parts, then get out your multimeter and do some voltage checks.

Jiggle the throttle handle a bit... this normally seats a maladjusted neutral safety switch. Did this allow the starter to engage?

The neutral safety is good. The only difference in hookup was the old controls for johnson had a kill switch,?

The last entry of this previous problem was on "August 16th of 2018"...... Now, you're back, as of today June 6th, 2019.

Has the problem been cured, and now, 8 months later failed again... something new... What?

There is No relay in the starter circuit, there is a 20amp fuse at the starter solenoid that applies 12v to the "B" terminal of the ignition switch, where if the key is turned to the START position, that 12v is applied to the "S" terminal that applies the 12v to the neutral safety switch which it flows through to one of the small wires (white one usually) of the starter solenoid. That voltage flows through the small nut terminal to the remaining nut terminal of the solenoid via a black wire (usually) to ground which engages the solenoid.

Good news! I got engine running. It was the fuse at engine. A wire also found to have shorted out. Runs like a 140 should. Thank you all for the support!
