If someone installs the factory electric start kit, you won't be able to tell the difference between it and a factory electric start.
However, the length is another matter. You're going to have to measure to find out. If you need a short shaft and can't install an adapter to handle a long shaft, then that's not the outboard for you.
However, since that outboard uses an extension to the exhaust housing, plus a longer driveshaft and other parts, it's easy to convert a long shaft to a short shaft, and it's often done. So, regardless of what the tag says, it may well have an electric start kit and a shortened exhaust housing. Messing with used outboards means that the i.d. tag may not represent the state of the outboard at the time it changes hands.
So, measure and look for the exhaust housing extension. If it's not there, then you have a conversion to a short shaft.
Heck, if you go back a few more years, an outboard you buy may be made up of parts from more than one year, with even the powerhead substituted. You just can't always count on what's on the tag being what's in the outboard.
