JOHNSON 1979 25hp SEAHORSE slipping at 1/3 throttle

hello people,<br /> My 1979 25 johnson seahorse starts to slip and rev at about 1/3 throtlle.Could this be the prop is worn out on the spline and is now slipping?The prop has never been replaced. Please gentlemen, your comments...... Bill
