Johnson 1996 130hp Lower Unit Question

I have a question about my lower unit. Is it supposed to be spewing water out between the footing and the lower unit? Please see attached video.

Also, it leaks dark oil between the same connection of the footing and the lower unit. (I have been told that it is just gas/oil from too rich of a fuel mix or from the carbs running to rich)

Midsection water drain hole. That's normal.
