Hello,
I am having a problem with my outboard starter. I have good voltage at the battery. the starter engages but turns the motor over very slow with chugging. Is this a starter problem or connection problem? On a side note, a couple of months I had a problem with the starter motor turning but not engaging. After spraying with some wd-40 the problem seems to quit. Any suggestions?

With a known good fully chrged battery, run the battery cables directly to the starter. If the starter cranks the engine over normally, the starter is obviously okay.

Remove "all" of the cables related to the starter system, battery terminals, ground at the powerhead, solenoid, etc. Clean and retighten them with a wrench or pliers, not your fingers. Let us know what you find.

90% of starter problems are bad connections. remove and clean both ends of the battery cables, so that they are shiney, also the cable from the solenoid to starter. check for nicks in the cables. and make sure the connectors are on the wire good. the cable tend to corrode from the inside out, if nicked, corroded wires, and connections, heat up and cause resistance to the follow of electricity, thus the starter doesn't get enough. you can also take jumper cable pos battery post to large post on starter. with a good connection, the engine should spin. then if the starter is good clean everything and retest. then trouble shoot solenoid. starters can be rebuit at a starter/alternator shop, much cheaper than a new one.

also have the battery load tested at the auto parts store, free, i've had new batteries go bad

That's funny TD, I find that 90% of MY starter problems are usually a toasted starter... This includes my outboards and my previous life of fixing old VW vans...
