just torque it by hand till tight has much as you can and back out to install the cotter pin

Thanks very much, it was like that when I removed it but I had seen a video on Dangar marine and he used a Torgue wrench, but I don't know if it was a Johnson or some other outboard and as it happens you have confirmed what someone else has said, once again thanks very much
