Does anyonoe have any drawings of a 63 vintage johnson 28hp or thereabouts? particularly of the lower unit. <br />Thank you!

I think you're going to have to get a manual or parts manual for that engine to see those drawings. Motors after 1968 can be viewed at ishopmarine.com, but before that, I haven't found any online resources.<br /><br />If you're going to work on the motor, you need a manual, in any case. Working without one, you're sure to mess something up.
