Johnson 35 HP WOT question and prop selection

I have a 1983 35 hp Johnson....at wot I hit 3800 RPM's and speed is around 25 MPH...my prop is a 9x11 or 11x9..I forget at the moment...any ways..my manual says I should be doing 5500 rpm at wot..unless my Tach is off..I can not get it to go over 3800 rpm's....what would be the right prop for the motor..the one I have on now is new and it came with the motor....

The motor runs fine....planes out nice...

the boat its on is a Sea Nymph bass boat 16.5 feet...

Check your tach. Make sure the dial on the back is on position #6.

I did that after reading here awhile back and it is on 6 on the dial on back of the tach...it runs great...I just do not want to lug the engine is all if its not going full RPM
