On a motor of that age I'd start by replacing all the fuel line hoses inside the engine cowling. The jets and passages in a 3hp carb are very small and it doesn't take much crud to block something. Those old hoses usually have some built up deposits after that many years.
After replacing the fuel hoses you'll want to install an overhaul kit in the carb. Make sure you check all the passages, including those that are capped by Welsh plugs, and that they are all sparkling clean.
A fuel pump kit wouldn't be a bad idea either.
Double check all your fuel line connections from the tank to the motor for air leaks and you should be good to go, PROVIDED that you started with a motor with good compression.
