Johnson 4.5 not spitting water

I put in a new impeller last year and this motor pumped water fine all summer. I got it out from my basement today and fired it up and it is not spitting water out of the pee hole just exhaust.
Any ideas on what I can do?

Water level in your test bucket needs to be 6" above the impeller.
