johnson 40 hp idles poorly and kills on shifting

Motor will only start with throttle advanced in neutral and runs poorly in idle. Will kill when shifting except if RPMs are still up. suspect it needs a caburator fix with either the slow speed orifices bad or the float not maintaining fuel level during power shifts. Any ideas?

Motor is 1990 and yes I figured it is the carburator. It is time to lay up the boat for the winter so I am going to muddle along and then rebuild the carburators in the spring. Thanks for the confirmation. Will update when I get a chance to rebuild.
