Johnson 40 HP tilt trim problem

The tilt trim on my Johnson 40 Hp will not go up or down.Even when you try to manually push it down it will not move. I can't hear anything when I push the up or down trim button.

will the motor turn over and start? check inline fuses on the motor. what year or model # 40 hp.

yes the motor will crank and run. It is around a 2002 model
