Johnson 40 no WOT

I recently got a new to me starcraft aluminium boat with a Johnson 40 model J40ECR. The problem is with the control pushed full forward I don't get WOT. It's more like just under half. I tried numerous times to adjust it at the motor but no luck. I am thinking it may be in the controls. You can see from the pics taken with the controls pushed full forward that there is still more travel and the butterfly is not even half open. Any help is appreciated.

As a first step, think I would pull off the cables at the motor -- see if the linkages operate OK manually. If so, it's cable adjustment or an issue with the box. Motor will need to be in gear to get full throttle.

With linkages off everything operates fine. I will try to get in the control box tomorrow to see what I can find. Not sure what I'm looking for. I have never been in one before. I will post pics. Thanks for your assistance.

Opened it up. Nothing broken but needed a severe cleaning dirt dober nest. Needed a good lube. Goes full open now just need to take it out on the water. Thanks for the support.
