Johnson 48 spl chokes itself out

I just got my 88 johnson 48 SPL from the shop after a month. It kept choking itself out so was told needed carbs rebuilt. Well after new fuel tank, gas lines, rebuilt carbs, new choke primer, fuel/water seperator, new fuel pump, new plugs, new head gasket and $650 later I am no closer to having problem fixed. The tech kept replacing parts and finally I ran out of money but he says it has to be sucking air from somewhere. Does anybody have a clue what it could be. This was actually a reputable service man that worked on it, so I thought. He said sometimes you just run into one of them motors. Good compression. Just won't run unless half choked.

You say that it keeps choking itself out, yet you have to run it with the choke out. Does't make sense, if it was choking itself out you would think it was running rich, but by having to choke it , it would mean that it is running lean.
I think your bigest problem is that the tech was just replacing parts and did not know what was causing the problem to begin with. If it were me, I would either want my money back of have it fixed at no additional cost.
Now to your problem, if you have to run with the choke on it means that you have a fuel delivery problem. With all the parts that were replaced i would almost think the carb was not overhauled properly. I am sure others will come along and give advice also.
