Johnson 60 wont rev

Ive got an old johnson 60 electric shift on a 13ft race boat.
The motor ran great but last night I dropped my lower unit and installed another. This unit turns fine and I have run it before but now my motor wont rev up under load.
The boat gets on plane very slowly and just runs very sluggish after that.
Ive noticed that at idle Im also getting more water flowing out of the 2 upper holes in the mid (they have been drilled through previously)
Is it possible that a bad gasket between the tuner and the lower unit would flood the mid section and not allow me to get the power i should???
What about the 2 tubes that run out of the water pump. If one of those sleeves was not tight would it flood the mid?

Is the prop a different one? Does it seem to rev high when throttling, but not accelerating? Could be a spun hub in the prop. The water flow cools the motor only, Im not sure what you mean by excess water preventing flooding the mid section not allowing full power. An excess coming from the exhaust ports, if i understand you correctly, is better than a weak flow, cooling wise. Were you overheating at all? When you say running sluggish, what exactly do you mean?

no its the same prop and its not over reving its not reving high enough.
It feels like there is alot of back pressure or something
