that is a classic symptom for fuel restriction,which could be one of many things,you mention tanks ,so I gues you have prtable tanks,there is possibility that the squeeze ball is going bad,have you used the same hose on all tanks,also,if you have a snap connection on the hose,be sure it doesnt leak,it could suck air ,be sure all fuel lines are not kinked in any way,there is the possibility of the fuelpump going bad,as the engine begins to surge ,which is what it is doing at high speed,squeeze the ball,if the problem goes away,you have either a bad hose somewhere,I have seen hosed delamiate internally,what happens is the can close up due to multi layers inside and one collapse,you can try putting your supply hose directly to the fuelpump and see if it corrects,if it does,your trouble is from the pump to the connection the hose was connected to,I see you have a inline fuelfilter,you should have a filter that has a 3/8 hose barb and all hose 3/8,you also want to have a good vet for your tank(s) if the tank isnt venting ,your squeeze ball may suck in,or tank will suck in also,when cap is opened a rush of air can be heard,if you think it may be tank not venting loosen cap when problem starts ,see if it improves,if your hose connects to engine with a snap connectior ,again be sure its tite
