Johnson 70HP needs new stator?

I have a 1987 Johnson 70HP (J70TLCUR). Runs on one of three cylinders at low RPM.

Testing stator to sepcs in the manual shows ohms slightly below spec at about 540. However, voltage only measures 148 AC volts, and manual calls for 250 AC volts.

Am I correct to assume this means I need a new stator?

It seems only 9 AMP replacements are available for the OEM 6 AMP stator now installed, part number 582730. If I get a 9 AMP replacement, do I need to make any other changes like add a regulator for the battery?

I recall reading that rectifiers may test good, but be bad. So, should I install a new rectifier at the same time?
