Johnson 88 hp manual tilt question

I got this engine (88hp SPL1995) without tilt. After major rebuild, I find manual tilt assist on auction.. I fallow web site http://www.boats.net/parts/search/B...STERN BRACKET - MANUAL TILT MODELS/parts.html My questions: Is big spring in correct position? What is purpose of the hole with question mark? At this moment tilt works so,so.-but I'm not sure all is correct. Thanks for any suggestions.
