Johnson 89 40 boggs but picks up when choked

I have an 89 40 hp Johnson that boggs, but picks temporaraly when the chock button it pushed. Is this indicitive of a carb problem or a fuel pump?

Carb problem. If it picks up, it's getting fuel.

That being said, make sure you don't have any air leaks and your connections are all tight. Could be that the choke is compensating for frothy fuel.

Update-I rebuilt carbs and it runs like a champ. Anyone else out there that has a bogging problem and the motor picks up while holding the choke in, I would recomend a carb rebuild. Very easy, use lots of carb cleaner to clean internal parts when disasembled. Get a kit they are cheap.
