Johnson 9.5 compression

I inherited a 1973 Johnson 9.5 engine that doesn't run. I was thinking dirty carb but I ran a few other tests first. Spark OK but I did a compression test on it and got in the neighborhood of 70 psi on both cylinders. This seems kinda low to me but could this be normal for this engine? Thanks in advance to those who respond.

70psi is not unusual for a rope start engine. The important thing is that they are close. I would call that a healthy engine.
