While I'm working on my 1980 John 9.9 low compression problem, I've picked up a 1976 9.9 to be able to use my sailboat anyway. Great find I think.

I was reading on another website (http://www.sschapterpsa.com/ramblings/Johnson 9.9_15.htm) that it would be a good thing to install a tell tale.

He is suggesting this location:

But I would like to be certain before I start drilling and taping. That is the exhaust cover. Is there water at all time filling the cavity or is it mostly exhaust gas? I could also install the tell tale on the front water jacket above the thermostat.

Is that something I should do and is it a waist of time?

Either place is good. The exhaust cover water jacket should never be full of exhaust.

Just a couple of things to consider though. I think on that block, the exhaust gasket places the indicator closest to where water enters the block. The t-stat cover places it closest to where it exits. The entrance is a better place to measure how the pump is doing regardless of any restrictions in the block. The exit is a better place to indicate how water is passing through the block.

It's up to you.
