Johnson 9.9 sea-horse wont start

I bought a Johnson 9.9 sea-horse 1974. model 10R74S s/n E3956607.
The previous owner said it hasn't been started in about 2 years but ran great when he had it running.
So now i can't get it to start.
I changed the plugs (i am getting spark out of both), put a carb rebuild kit in it, and has great compression. Doesn't even try to turn over.
any suggestions on what i can do next?

Spray some oil-gas mix into the carbs. If it fires you still have a fuel delivery problem.

well i got the motor running. took it out on the lake yesterday. Now the only problem i have is keeping it going. I keep pumping the bulb in order for it to stay running. what can i do to fix this?

Sounds like it is very likely that your fuel pump needs to be rebuilt or replaced. See the sticky at the top of the Johnny/Rude forum regarding this.
