Got a 1981 Johnson 9.9hp that has never been touched by any tools yet. (maybe I changed the plugs once ...)

As most OB the trottle opens up to START only when in neutral and will go to wot when engaged in forward gear.

The handle opening is smooth until I reach the START mark then it requires more hand pressure to get to FULL speed setting.

I have lubricated every link I could see.

Is this normal, always been that way but I wish I could cure that.

You might try disconnecting the vertical control shaft from the advance plate linkage and see if the throttle will turn smoothly through it's full range without binding. Then try turning the advance plate, manually to detect any stiffness or binding.

some of the smaller outboards have a knob at the end of the handle which is a adjuster for throttle stiffness, also some have a screw you can adjust.

xcuseme: the handle is smooth. Can the top plate be lubricated ? how without damaging anything inside ?

Also there is a blue colored piece of plastic that acts as a stopper on the top plate. For wot the plate has to past that stopper, but even past that mark turning the trottle handle is still stiff.

Re: Johnson 9.9hp Trottle stiffness

If you find the armature plate hard to rotate, first realize that there's other things that add to the resistance. There's the resistance of the carbs throttle cam roller against the advance cam (throttle return spring). Add to that, ignition wiring exiting from under the armature plate that flexes and offers resistance. Under the armature support plate is a bearing ring too. Any and all of these areas can add to the total resistance. You didn't mention if this is a rope start or electric start motor (didn't post the model number). To lube the armature plate and bearing, you'd have to remove the flywheel and armature plate to lube it's bearing ring underneath.
Most folks with older motors are looking for a fix for a wobbly or too loose armature plate, there's a fix posted for that issue, but you have the opposite problem.

xcuseme: all is smooth until the plate reaches the 2 plastic parts which I dont know what they are used for.

One on the left side seems to do nothing, the other one on the front towards the right is a round roller that is being pushed by the plate.
