Johnson 9hp What year? Any good?

Hello, I am in the process of purchasing a Johnson 9.5hp? outboard, the owner painted it black so I have no idea what it is, can anyone help and if so is this a good motor? Mod 9R-69S Ser# 18063300.....Thanks.....
