johnson electrical problems

I have a 28spl johnson outboard model number J28eslcuc with an electrical problem, when i turn the ignition nothing happens and here is what i did so far-

checked the battery- 12.54 volts
replaced the 20amp fuse located next to the starter solenoid- it was bad
tested the starter- its good
replaced the starter solenoid
checked for broken/burned wires- nothing
I have power at the ignition switch
bypassed the neutral saftey switch
eliminated the laynard kill switch

what else can i possibly do, could it be a bad igniton switch? is there some unknown saftey switch located on the motor?, if there is i can't find one! any suggestion would be greatly appreciated, thanks

You can do what you should have done before running out and buying a solenoid...test it.
Before doing anything, clean the battery cables--both of them. Don't assume they are good, take them apart and clean them shiny bright. Then:

Check for voltage at the small terminal on the solenoid when you turn the key to start. You probably don't have any voltage. Now work your way backwards through the circuit till you find where it is getting lost. That is, neutral switch, key switch S term, key switch B term, back to the fuse, etc. It's just logic.
