Are parts from same year/HP Johnson interchangeable with Evinrude motors?

Basically yes but that's a pretty broad question. What motor are we talking about?

I have a 78 Evinrude 85899C 85HP and I know where there is a 78 85HP
Johnson that I could get for parts if they would work.

Your probably fine, if your more specific on the parts on sure some one here could tell you for sure. You could always take take the parts you need off both motors and see if they match up

There are a few differences because there are three models for Evinrude and three models for the Johnson.
Evinrude Models
85895 is manual tilt 20"
85899 is PT&T 20"
85890 is PT&T 25"

Johnson Models
85ML78 is manual tilt 20"
85ETLR78 is PT&T 20"
85TXLR78 is PT&T 25"

85895 and 85ML78 are the same, etc.​

How about the two 20" PT&T, 85ETLR78 and 85899, are they the same?
I'm thinking about power packs, starter, coils etc.

I believe power packs are the same as is the starter and coils.

The engine parts are the same on all the models that I listed. The ignition parts are the same.

The midsections are somewhat different for each of the three types. But the 25" will not accomodate the gearcase for the 20" models and vice versa because the driveshafts are of different lengths. (The shift rods are easy to switch, but the driveshafts are not.)

The tilt assist cylinders have to be removed if you put the PT&T unit on the manual tilt midsections.
