Johnson fuel tank question

My gas tank for my 1970 60hp Johnson keeps spilling gas out of the nipple after I fill the tank up and pick it up off the ground. It seems to do it more if I leave the breather vent closed. Is this normal or is there some kind of "check valve" that isn't working? I do not fill the tank all the way up, maybe two inches from the fill neck but it still spill out the second I pick the tank up.

The tank is a standard OMC 6 gal tank (red/orange color).

See the 2 wee pins on the tank ?----When hose is put onto the tank , those 2 pins are pushed in.-----One is a valve that lets fuel out and one is a valve that lets air in.-----There is an o-ring on each valve inside the housing.----There is a wee o-ring on the fuel valve behind the little brass washer too.--Gasket under the housing should be replaced too.----Easy fix in my opinion
