johnson gt100 won't run in water (low speed)

I have a johnson gt100, engine will run and idle while I have the muff installed, however when placed in barrel it will start and will only run if throttle is nearly wide open and even then it runs slow and will "catch up" to the throttle position and rpm's will climb. It will not idle like it does on the muffs and will die out. carbs have been cleaned and it is getting gas. Pls help don't know where to start, idle settings, timing something????

Also would like to add, spark check was tested good. Compression check was good about 105 to 110 per cylinder. All hoses checked no leaks. Dont know what else to do. Thanks Brian

Describe is some detail what you mean by the carbs have been cleaned.

Carbs were removed cleaned tho will admit that I did not put on a new carb kit, gaskets were still good, jets seemed to be nice and cleaned out.
