johnson gt200 stumbles and misses

Hello, I'm new but have been on this sites reading yalls stuff for a while and can deff say there is a lot of knowledge here! Any rate, I have a 87 Johnson gt200 looper on a 1850v ranger. Its my first boat. First time I took it out it died when I go to wot. When it can plane out it runs up to 4k rpms. It stumbles and misses around 2k and if I keep on it, it'll die. I've tried choking it and that made it worse. I've rebuilt the carbs and set the floats. New fuel line w/ bulb and checked for air in fuel lines. Good spark over 7/16 gap on all plugs. Timer base advances like it should. All linkages have been adjusted per what the book says. It has a new stator n voltage reg on it. Compression is around 70s on all. I know that's low but I figured it should still plane out. I have noticed some white smoke when I'm slowing the boat down and coming to a stop. Water in the cyls? I took my plugs out and none of them look like they've been steam cleaned. Haha. Like I say, its my first boat and its been troublesome. Im a gearhead on the automotive side, I haven't worked on outboards before but I'm doing everything I know and I'm running out of ideas. Thanks in advance

I also forgot to say that it has a racing mid and lower unit. With a 27 pitch prop. Tried a 21 pitch n I got from 4k to 4400rpms :/
