Johnson Javalin 85 Hp

I have a 1979 Johnson Jav that seems to run fine. The problem I am having is that when I turn the key sometimes the starter just kicks out and spins Is this normal

No, not normal. If you're saying that the bendix gear simply spins and does not engage the flywheel teeth, either the starter is turning too slowly (bad cable or connection, possible bad starter), or there's grease on the bendix assembly. If a grease problem, clean it up with WD-40...... grease collects dirt and dirt creates friction/binding.

If the bendix engages the flywheel teeth as it should ,then kicks out, that would be due to possible worn teeth on the bendix and/or the flywheel, OR a cylinder with low compression being passed by then encountering a normal cylinder with proper compression...... this will cause a bendix gear to think (if it could think) the engine has started at which time it would drop away from the flywheel.

Thank you, I had the compression checked it was good the bendix is clean, It looks like it jumps up and sometimes dont engage with the fly wheel it just spins and makes a spinning noise.
