Is there supposed to be gaskets or rubber washers for the drain/fill plugs for the bottom end on my 1976 Johnson 20hp short shaft?

Both Johnsons I use to have had gaskets.

usually there are plastic washers on them to prevent the oil from leaking. there pretty cheap, and important

they are not to keep from leaking oil, they are to prevent water intrusion. cheap, dealer item usually. buy several and put them where you can find them. replace everytime the plug is removed.
