Johnson ob won't idle

This is a johnson tracker model and it will not idle. You have to pop it into gear and push up to bout 2200 rpm and it runs out good from there. Compression is 150 on both cyl. New plugs, and actually had it idling on the muffs, that was the last time it would do that. Any advice where to start would be great.

Along with the above suggestion verify that the throttle cam roller and timing cam roller have not lost their outer covering. The rollers are two pieces, an outer translucent layer and a hard black plastic inner bushing.
