does anyone know where i could get a new fuel pump and carb? or a rebuild kit? ita johnson seahorse rx-10 c, 28 hp.

Getting a "new carb" is not so easy and probably not needed, anyway. Rebuilding one isn't all that difficult - see JB's link, above
