Johnson Seahorse seized up

Hi, i have a johnson seahorse model FD-11. The motor is siezed up. I pulled the head off and found the upper cylinder to be in good shape but the lower cylinder was considerably rusty. I am currently soaking both cylindeds in a 50/50 mix of seafoam and pb blaster. I was wondering if the motor requires a rebuild to free it up or if soaking it will free it up. Any help will be greatly appreciated.

Soaking may free it up -- but if you are seeing rust, chances are it's a parts motor (would need a rebuild to run).

May as well pull the powerhead off and split the crankcase. I'll bet the crankshaft bearing surfaces are rusted too

Water got into that cylinder somehow. Even if you get it freed up, the water intrusion must be fixed or it will just happen again. As already suggested, the damage may be extensive. For sure, if nothing else, the rings are all stuck. It needs to come apart.

So i finaly figured out how to split the powerhead from the frame. I ended up getting 1 piston and the crankshaft out but the other piston is being stubborn. I am soaking it in metal rescue and will try again tomorrow. Crank bearings looked good. None were seized or rusty.
