Johnson Trim, will go up but not down

Hello gentlemen,
I hope everyone's day is going better then mine.

I have looked through some treads about trims and did not find anything like mine.
I pulled my boat out of the water yesterday and when I got it home to flush it, it has decided that the motor will not trim done to be flushed. I hear the motor turns to go up but nothing on going down. I know that it is not the the trim switch on the handle. I have a 86' Johnson, 120hp Pro Trackers series. This is the first time that this has done something like this.

Any suggestions??

Swap the relays in the relay box and see if the problem transfers with the relay; if it does, replace the relay.

BTW, it's not the trim motor causing the problem.

Where would the reply box be ( I'm not to smart when it comes to motors).

Black Box about 2" X 4" X 6" mounted on the side or back of the engine. The cover snaps in place and is held by two small sheet metal screws.

The relays look like the flashers units used in many cars.
