i have a 98 omc neptune 23' with a 200 johnson it has a 3' ext before the outboard when i went to change the zinc i noticed it was full with water fresh water the boat was used in salt water there is a drain plug and a plate on top to fill with water is there suposed to be water in it for some kind of balstic or for vibration thanks JOE
