Johnson Year???

I have found 2 numbers on the Freeze Plug, they are:

Top Number
115899C

Bottom Number
J0002622

It is a Johnson Seahorse 115 V4. I know the 115 is for the HP, am I correct to assume the 89 is the year? If so, what is the last 9 for? And I think the C stands for Counter Rotation? I have no idea what the bottom number is. Could someone please help/verify the above?

its a 1978 115 hp......not sure what the C stands for....but it is a 1978

bottom number is the engines serial number....used if need to be titled or registered....
