Just completed rebuild of 1975 85 hp LU, function ??

I have the LU on the bench and everything is back together. There is no oil in it yet. My question, and I know it's hydraulic assist shifting, at this point should I be able to manually change gears? With great effort on the push rod, I can't get any movement at all. My concern is that even with the engine turned off I've always been able to shift. I do have the push rod key oriented correctly in the shift plunger. The manual does not address this but says to add oil, reinstall on the outboard and then test for proper operation.
Any insights?

how about when you turn the prop shaft a little?

just putting it in and out of gear doesnt work well even with oil in it...... but if you turn the prop a little it will go in and of of forward, reverse, and neitral just fine
