I just purchased a 14r sea nymph Serial #e4646971. How do determine the year?

Afraid I wont be much help, its hard to say where thats not a 12 character number.

Could it be a 1971?

Well I ask because the last 2 numbers of the one you mentioned is 71.

Boats manufactured or imported on or after November 1, 1972 bear a 12 character serial number that uniquely identifies your boat. If your boat is a 71, it may not have the 12 character number.
