Dvds are burned in two layers. When you see that slight pause about halfway through, that means the player is transitioning from one layer to the next. It is possible that there is a logic issue with your player causing it to hang when it transitions. It could also be as simple as dust on the laser lens or the laser may be slightly out of whack. Also, does this only happen to rental dvds? I have had it happen once in a blue moon on my $500 player, and I just take furniture polish, spray the surface and buff it with a very soft cloth and it fill the fine scratches and the disc plays. Obviously I never have the problem with my own dvds because I am anal and never allow the surfaces to be touched or scratched or any of that. If you do decide to buy a new dvd player, buy a good quality one. Yes you can get one for $60, but you get what you pay for. If you ever want to upgrade to a home theater, you want a dvd player that allows for it. A $60 player isn't very flexible, but is fine if all you want to do is watch a movie. I myself need the whole surround sound blah blah blah. I don't even bother with movie theaters, their sound is weak (my local theaters anyway-big city theaters rock)...
