kicker woes

I purchased a 1976 cruisers with an OMC 235, this year and am going through all the add ons and "fixes" by the previous owners. When I bought it the kicker was mounted to the outdrive, this was the first thing to come off when I got it home.
I bought a bracket for the kicker and mounted it, my issue is steering. Due to the stepped transom I had to make a spacer and due to this the kicker is way behind the outdrive, there is no system that will work because of the difference
I have 2 options use no steering link and use the outdrive as a rudder or put the kicker back on the outdrive. I know putting on the outdrive is not a good idea but it would be my best solution. What are some thoughts.

Most of the time you can link them in some way, shape, or form.....but we need a pic to see what you have to work with.
