Kill switch wiring question....and general engine wiring

Prior to installing new CDI boxes, double checking my kill wire with new voltmeter/ohm meter.
1. Back of ignition switch: No power through it in the on/starting position. In the off position, testing if it is grounded...I detect .03 volts.....is that enough to ground out the CDI boxes to shut the engine down?
2. At the bus bar under under the engine cowling, with ignition 'on', I can connect the red probe to a good 12v source, black probe to the terminal for the kill wire...and I get 1.7 volts. (I'm thinking the wire has a short somewhere, but not in the ignition switch. Somewhere between the switch and the engine?)

General wiring: Any thoughts on moving the mess of wires behind the CDI boxes to the outside of bracket, instead of in between the bracket and the engine where they get hot? Won't look as pretty as factory, but sure seems safer to me. Might be able to make it look decent with wire ties....
