My 70 hp Johnson seems to not quite reach full power at full throttle. It does not quite top out resulting in the boat plowing as opposed to cutting through the water. What could cause this?

The cause of having the boat encountering the condition described as "plowing" is due to the engine being set at the wrong angle... too close to the transom at the bottom portion of the engine.

It can also be caused by a defect in the boat hull normally referred to as a "hook". in effect makes the entire rear portion of the boat into having a downward trim appearance.

This causes the rear portion of the boat to rise and the bow to dive.

The engine should be adjusted so that the cavitation plate just above the propeller is as close to parallel with the bottom of the boat as possible.

It could also be caused by a boat having a false bottom having water in it adding weight to the boat.
